Best Starcraft player in SEA?: hmmm I would say currently, x5.PiG but x5.KingKong comes close as well.
Best Starcraft player in the world, of all time: this is a tough one... I think my opinion changes with time and there are many I feel who are so good, they take turns to be good and to be at the top.
